Yeah this was my fear, the reason is because my motherboard is very limited. In fact the i7- 7700 is the best CPU that it can possibly have. I have plans to upgrade everything soon, but it's all I got for right now. The i7-7700 is only quad core too..

with frame gen its around 80-100+ fps but a slight input delay
Bad compared to how it can potentially look, it's still a great looking game honestly but sacrifices must be made unfortunately
Now, if you ask me, the bare minimum to play this properly?
A 6-core CPU running at 4.5 GHz (or higher).
16GB of RAM with nothing running in the background. But if you plan to have a browser open? You better have 24GB.
As for the GPU, I’d highly recommend an AMD RX 7700 XT or 7600 XT with Frame Generation—because without it? This thing is unplayable. Oh, and set Ray-Tracing to "Low", unless you enjoy your game looking like it came straight out of a PS3.
So, to put it nicely, neither of your systems can handle this. Not your fault—blame Capcom. But hey, don’t listen to the White-Knights who will swear up and down that they’re getting 4K/120 FPS on a toaster oven.
If you're short on resources, you could grab a used Xbox Series S and play it there—plus, it has cross-play.
The laptop with 3050, no chance.
16GB should be ok as a start, more RAM won't save you (RAM is a volatile and dynamic storage, works with your current storage, what doesn't fit on ram is offloaded to ssd and retransferred once needed)
