This seems incredibly familiar to what i experienced where my motherboard was dying.
No, tons of high end games run fine. The only other game that caused this issue was that piece of crap Star Wars Outlaws. Obviously not OP, but like I mentioned, I ran every stress test OCCT provides (also Memtest) and I have 0 issues with my system.
