Finishing all missions disabled my Rest feature

HR 65, finished all main and side missions (6-1 What Lies Ahead is complete), and apparently completing the game disables the ability to rest. Doesn't make any sense to me. I have no active missions and no missions waiting to be picked up, but rest is blocked by "current mission progression status". There is no mission to progress.

No side missions available, 6-1 "What Lies Ahead" complete, no new missions in 25 hunter ranks, no active missions, but my rest in blocked by nonexistent quest progress.

If you finished every story mission, then you shouldn't be having that happen.

After you see the credits, you're still only about halfway done. The Rest option gets locked out at a certain point in the High Rank story because every region is experiencing awful weather for plot reasons.

After completing Chapter 6, you should have access to "Rest" in your camps again.

I did, and I'm only re-iterating the only time it should be locking that option out during the story.

I'm HR 58, also completed every main quest and still have access to the "Rest" option. I just booted up the game to take this screenshot to prove it:

So instead of telling me to re-read, let's try and figure out what could be causing it.

You are either completely missing something or your game is bugged. The game does not take away your ability to rest after HR 40 (aka chapter 6). Close the game, verify files through Steam, then see if you can replicate it. If you can, submit a bug report. There is nothing we can do for you on the Steam forums.

Are you in a Link Party/Squad with someone who is currently at that point in the HR quests where their weather is locked? If so, try leaving and switch to Online Single Player.

When you assume I'm on chapter 3 after I said I was HR 65 I gotta assume you didn't read.

I have no missions to progress, finished chapter 6, rest is grayed out and blocked by mission progression status.

All you can do is verify file integrity and relaunch or you can submit a bug report. There isn't anything we can do for you on a forums page.

Alright, next:

Shut down the game, turn off your internet, and boot it back up so you're playing the game in full offline mode. See if it's still locked then.

Any way of sharing a screenshot to show the option being locked? Is the weather outside currently bad due to a apex predator? Is it at every camp site, or is it just Base camps and/or Pop-Up camps?

I ask all this because if other people end up having this issue, fixing it right now can solve it for them too.

When you're at one of your camps, below the "Grill a Meal" option is "Rest". It lets you use Guild Points to change the time of day and the season/weather so you can hunt specific monsters or go after certain endemic life without waiting for those conditions.
