if you want to just play one I'd say world
Also they go on sale often enough, keep an eye on Fanatical, GMG, etc.
Be sure to grab the high res texture pack, as it improves visuals substantially.
Otherwise sure, World + Iceborne and Rise + Sunbreak are finished games with a lot of content to chew through too. I didn't enjoy Rise + Sunbreak as much as I did World + Iceborne, but that's just me. I'd still encourage people to fight Goss Harag, Lunagaron and Primordial Malzeno though which are from Rise + Sunbreak, since they were great fights.
Rise puts a lot more emphasis on movement options while World is a lot more about using the environment; the former is also more anime-inspired than the latter. Rise also has Palamutes which function similarly to Seikret in terms of transportation, though with the Wirebug system the transportation part isn't as important.
