Lossless Scaling solved the problem.
Lossless Scaling is actually a game saviour. After trying some tool options and in game options I managed to make the game run at 60fps with very few dips here and there and greatly (and I mean greatly) reduced stuttering while maintaining a good visual fidelity.

My specs:
i3 12100
RX 6650 XT
16g of ram.

IN GAME OPTIONS

Cap the game at 30 fps and do not use vsync. This is very important to free performance. All that will be activated by Lossless.
Do not use any in game framegen/upscaling.

LOSSLESS OPTIONS

Frame generation:
Type LSFG 3.0
Mode: Adaptative
Target: 60
Flow scale: all the way to the right side.
These options destroyed stuttering.

Scaling:
Type: BCAS
Sharpness: personal preference. I go all the way to the right cuz I like things well sharp!
Mode: leave it as it is.

Rendering:
Sync mode: Vsync
Max frame latency: 10
HDR: off (Really, don't use it. Disable it in game as well)
Draw fps: On, of course. You wanna see those numbers.

I'm playing with most of my graphical options on high. If you have a similar setup I strongly recommend this little tool. It's amazing how it made the game run smoother. Like a completely different engine. It's not perfect but far better than the in game tools. You may try different options as well. This is just what's worked for me. The tool is cheap. Not sure if you can refund it. Give it a try! You won't regret it!

Just to complement. To activate the scaling click on "Scale" located on the top right.
Then go to the game. After a few seconds the tool will be activated.

At this point it is a straight up scam for technically illiterate people. It theoretically has uses for old games, but shills like OP keep peddling it to those who struggle with new games instead

Not a scam! It works wonderfully with Wilds! If there's a scammer that's Capcom for not being able to provide to it's consumers what this little app does. If you love MH (I've been playing since Tri) and want a smoother experience give this tool a chance, follow the steps or something similar and enjoy the game!

What version are you using that you see an adaptive mode and flow scale?

Under mode I get : x2,x3,x4 and custom.

The beta. You can change to beta through Steam.

To use the Lossless Scaling beta, navigate to your Steam library, right-click on "Lossless Scaling", select "Properties", then go to the "Betas" tab and choose "beta" from the dropdown menu; this will enable the beta version of the software for you to use

Try it out and let me know if it works for you.

Placebo, it can always be fixed without having an app, I tested this app long ago, again; placebo effect. Why don't you mention that the stuttering issue is because of direct storage version 1.2.2 instead of 1.2.3, selling an app is easier or more profitable?

It doesn't solve anything. It generates frames to give the illusion of fluid gameplay. If you aren't hitting a minimum of 60fps then these frame generation tools, either in-built or third-party, are going to perform horribly. If you are having bad performance already, then this is going to be a smeary and artifact-riddled mess.

Lossless Scaling does exactly what DLSS and FSR do, but unlike DLSS it runs on your cpu and not the gpu. Which means If you are already having cpu usage issues then this will only exacerbate the issue.
