Gravid Bowfin Fishing

I've been trying to complete the side quest of catching a Gravid Bowfin, I've caught 6 of them so far (through capture net as they fully refuse to ever bite the lure of my rod (I've used emerald jitterbug and lured slowly)) and yet the quest doesn't count as complete.
I assume i need to catch one with a rod but i literally cant no matter how much i try.

any help would be great.

They will go for the emerald bait and fast reeling your rod.

Once the fish notices the bait, focus on jerking the line instead of reeling. If you just keep reeling it probably won't be able to catch up. Also make sure you cast further out than the fish, so it doesn't have to chase the line as much.
