Edit: Steam staff has always been very fair with me, whether it's with refunds or with the 4530953 community suspensions I've had lol. They're pretty sporty.
A lot of that on online forums these days. Political correctness and all that pathetic crap... as George Carlin said once, "political correctness is just fascism pretending to be manners".
1. Game is totaly playable
2. Game runs fine
3. Over 2 hours, then thats it, thats a fact and NO never did steam anything above that time safe the developers allowed it! Stop lieing about it! And i had DOZENS of games and examples where it should have ben the case! So dont even try messing with me here.
4. If its unplayable for you because you didnt read the shoppage nor have the hardware then OBVIOUSLY steam wont refund you for stupidity...
Now, Steam definitely could grant a refund, like lets say Dead Rising 2, the dlc can crash on computers. And there's no controller support, myriad of problems that you won't find out after that 2 hour mark. You clearly aren't suffering from that.
either way, I was able to see the results i wanted from how it runs in 119 minutes before refunding it for poor performance despite recommended settings only to get MH wilds from purchasing a GPU to come back and test it out
I also just got one on Sniper Elite 5, after 2,5 hours. It didnt work in Coop(anticheat is broken in it), and they accepted it.
And ive got plenty other in the past where i went past 2 hours, but due to technical issues, they were accepted.
If the game is proven to run poorly, either by user reviews or youtubers, you can direct steam to those, or use them as examples, and they usually seem to be cool about it.
So yes, going past 2 hours is not an automatic no, explain your issues and they will be cool about it.
If you have 50 hours....you are a halfwit for even trying.
It's very easy to go past 2 hours when you have shaders on launch and then sit there fiddling with graphics after spending X amount of time customizing your character. People flaming you for this are choosing to ignore how time works.
I ran into the same problem back when Borderlands 3 came out on EGS, I was unable to refund it despite it being unplayable because of the time I'd spent just trying to fix the game myself. Ridiculousness.
