Comparing apples to oranges is what worldbabies do. A quest designed for multi-playing is something you are not denying, but you bring that as an example to compare difficulties is exactly what I name call you a worldbaby.
You are still NOT getting it.
Hunting a Risen elder monster in special investigation is easier in terms of lower HP, which is around only 120000-130000 in a solo 50mins quest, and movesets are the same since mid 200ish anomaly.
But, but, lets take a lagombi for instance, lagombi throws a snowball, which is the half size of my monitor and naturally one-hit-faint for a gunner, or when he is sledding around, that is also one-hit-faint for a gunner, as he causes 30% more damage for every movesets. And yes, a lagombi has more HP than Risen Shagaru.
Endgame Sunbreak is the revival of G-class guild quests, which must satisfy worldbabies. But they do not even try, because a fatalis slayer should not go down to a lagombi, so that they seem like writing a poem instead.

HP values in 4th Gen are pretty low by comparison to 5th Gen.
