Which to have framegen look good & feel good at min you need a base line stable 60fps & preferably 70fps.
Otherwise it'l look bad & feel even worse than normal 30fps locked.
It doesn't look bad and I made 3 tests, and at the end I bumped it to quality FSR, people need to not complain about FSR and frame gen. it actually keeps these old cards going.
There's nothing wrong with FSR & FG never said that I simply told you how you should be using FG it's not a miracle tech.
In short you'd be better at playing a locked 30fps or locked 45fps what ever is the lowest frame for you the game would litterly feel better to play that way.
Also a benchmark that doesn't move the camera in a fast motion with Framegen won't show how bad the artifacts are & a benchmark you'l never feel how bad the game actually feels.
Scaling 1 and FSR plus Frame Gen as well as removing fog, depth of field, motion blur, these settings make absolutely clear and really high quality even with FSR and Frame Gen. The only question is that it may affect fps.
A lot of Conformist don't give a Crap about how their Game looks and runs, like Console Players.
There's a reason why i stopped buying Consoles myself which are the most Anticonsumer Toasters you can get nowadays.

Judging by how beefy his CPU is that's probably not his main GPU anyway lol, probably grabbed a friend's GPU or from an older computer.
Also it better run at least as well as the ps5, since that GPU is on the recommended requirements.
my 7900XTX broke, so 6600 is all I have for backup atm, I will just get a 9070XT once those release. But the 6600 works pretty good as I said, with FSR+frame gen ..it's a 1080p card and it can run everything at 1440p with upscaling, even new games like Kingdom Come: Deliverance II.
Framegen isnt an additional form of upscaling...
The reaso nit 'll look bad is because of FSR/DLSS at 1080P. All FG most of the time does is add input lag but I found it to be not enough to put me off on my rtx 3060 Ti ryzne 3600...
I found the input lag acceptable, but the ghosting/artifacting not so much.
But again, they said they were using an outdated FG in the beta, so we'll see come launch. I'm not against using it if it looks good.
I care far more about things looking right than running great, to be fair. Which is why I never used DLSS in World because the dithering was AWFUL.
The power of the CPU holds up the performance very nicely! Can only repeat myself:
Its in 80% of all cases the CPU that sets the performance level for you and in 2nd place your GPU's VRAM.

As you can see the difference between highest and lowest settings is just around 20 fps what speaks a lot for a CPU bottleneck. That i do not have laggs or super bad-frame drops is given why the high amoung of CPU cores (12>8) that my system has.
So i can only repeat myself that the CPU is the base performance factor in this game.
2nd in place is the VRAM. In all my tests it was always around 10-11GB of VRAm usage and that in 1080P. You can find some reports in this forum of RTX4060(ti) users where the difference between the 8 and 16GB VRAM models, are over 60% difference in frame amounts.
So yeah, priority one is the CPU and in 2nd place GPU with solid VRAM amount.
With your CPU (and its massice core amount + X3D Cache) a noticeable CPU bottleneck will be almost impossible for you in this game.
