Personally, I'd wait on Wilds and see how the final game runs then reevaluate.
My 2070 can get 60fps, he will be just fine with a 2080ti on the right settings

Technically you could get around 20 more FPS (on average) with the 2080 Ti, but you won't be able to reach that/it's full potential because like I said your CPU is a bottleneck.
In my opinion it's not worth the upgrade.
Apparently you do not realize what those system requirements mean.
First of all, those system requirements are not accurate in my opinion (in fact, most of the time such things aren't accurate).
And even IF those would be accurate/true to the actual experience, it means OP would've to play;
At 1080p (upscaled from 720 native resolution) / 30 fps under the "Lowest" graphics setting. with his current setup (upgrading to a 2080 Ti will only give him a few more frames on average).
