If you are entirely CPU limited, your FPS will increase 2x.
If youre GPU limited, you will see less boost from FrameGen as it is taxing the GPU more.
A 1.5x increase in FPS is totally reasonable then.

This indicates to me that in his benchmark, he is probably entirely GPU limited.

Are you replying to yourself? Or did you want to reply to me once more?
Well have a loot at my benchmark if it was targeted towards me:

https://www.youtube.com/watch?v=-uricga09EA

have some numbers if you like:

Average Frames Native Maximum Settings Raytracing = 80,85fps
Average Frames FSR/Gen Maximum Settings Raytracing = 162,54fps
Average Frames Native Maximum Settings NO Raytracing = 89,58fps
Average Frames FSR/Gen Maximum Settings NO Raytracing = 174,4fps

Average Frames Native Medium Settings Raytracing = 92,81fps
Average Frames FSR/Gen Medium Settings Raytracing = 191,02fps
Average Frames Native Medium Settings NO Raytracing = 99,7fps
Average Frames FSR/Gen Medium Settings NO Raytracing = 199,32fps

Average Frames Native Minimum Settings Raytracing = 99,13fps
Average Frames FSR/Gen Minimum Settings Raytracing = 197,97fps
Average Frames Native Minimum Settings NO Raytracing = 103,85fps
Average Frames FSR/Gen Minimum Settings NO Raytracing = 211,72fps
The open grass field is GPU bottlenecking like really hard, atleast for me with 13900HX and 4080M, the only area where I see CPU bottleneck is at the village.

Whats your fps numbers there?
So
2560x1600 (2560x1440 because of black bars) ULTRA preset
FrameGen
19900, Average 117FPS

No Frame Gen
27700, Average 83 FPS

Pretty much lines up, 1,4x increase in FPS while being 100% GPU bottlenecked pretty much all the time

At the field with ULTRA on 1440p its around 60fps, definitely in need of improvement.
With medium preset its barely holding 70fps
This game lacks scalability for various hardwares

Sry if i was not clear enough, i mean in exactly these 2 scenes/ situations, not average overall. Sry that way my bad of communication. :-(

Big cpus seems to really help in this game, i managed to get "only" 36K on ultra preset (dlss quality) in 1440p with a 5090 because my 12900k bottlenected it

i'm planning to use framegen anyway but i wish the cpu side were much more optimized

1440p ULTRA preset no RT
Im seeing ~60FPS at the panning view over the grass fields
and
around 80 at the village entrance
with 100% GPU

Your case is one of the few that actually makes sense to use FrameGen. The 5090 should have quite enough legroom to still be able to keep low latency with FrameGen.

In what world do you live in to think that a 4070Ti TUF OC that costs around 900-1000$+ is "mid-range".
Brainwashed Nvidia shill strikes again.
NVIDIA Marketing
It is in FACT a (upper) midclass GPU. Before RTX 5xxx, 4080S was Highend, 4090 enthusiast.

Has nothing to do with brainwashing. Facts since 20 years of gaming/ Hardware..

Even for 500.000€/$ a 4070Ti would be (upper) midclass.

Not the price says low end, mid class, highend. Performance does. Since we have GPUs.

This is just a theory since i lack the data from OP, but if his 31GB of useable RAM is not a typo. The Bottleneck is the CPU because of the RAM only using base speed with no actual XMP profile CL-latency advantage what results in these numbers. because the IGPU of the CPU clocks down the RAM speed to its configures 2400MT/s (4800MT/s system) speed.
all untrue, i unlocked the extra 500 something MB hardware reserved ram from integrated graphics being enabled in bios but ram is otherwise properly configured
also reran benchmarks and no performance gain whatsoever
ram is 6000 MT/s 30-36-36-76

Interesting you are not effected by it. I had this on my end and other reports too.

I7 13700K
RTX 4070 Ti 12GB (Driver 572.24 Hotfix)
48GB 7000 Mhz DDR5

1440P
High preset
Balance DLSS
(These are the default settings if I start the benchmark, so I didn't touch anything)
Frame Gen off

SCORE: 35,433
Average: 104,06 FPS

Weird, since my performance is similar to your new 9800 X3D processor. Poor CPU optimization as we can see.
