Performance is typically CPU bound?
From what I've seen others say the bad performance many people are getting is because of their CPU, not their graphics card. I was curious what people are using to judge this by. So, when you are running your benchmark try doing it with the resource monitor (in task manager) open and look at the utilization of various things, notably the CPU and GPU.

I have an 17-11700K @ 3.60 GHz and an RTS 3070 TI
No matter what graphics settings I choose my GPU doesn't go above 20% utilization. CPU utilization tends to hover around 60-80%. It doesn't matter if I choose ultra settings, which it struggles to run, or if I have medium settings, DLSS on or off, shadow settings all on low or high, doesn't matter, always 20% GPU, as if it's hardly using the GPU at all.

You can use performance overlay software. I personally use RivaTuner (Which is a part of MSI Afterburner).

Can track GPU usage, CPU usage, core frequencies, RAM, VRAM, temperatures etc. while you are in the game.
HWINFO64 is a useful utility as well, will tell you how much power you're pulling down as well.
