When designing a new weapon, they probably first ask "Can we make this distinct enough from the existing niches?". I could only imagine a scythe being a "sweet spot" weapon with decent reach that deals more damage by hitting with a point near the end... which the greatsword already does. Huh.
I think a quarterstaff might at least have some potential, because they could do the Sun Wukong thing with how you can extend it, and such. I think that would already be unique enough to give it its own niche, and you could have some very fun moves.
Also, blunt melee weapons don't have an actual fast option, since the tonfas don't exist outside of Frontier. That would be something the quarterstaff would add since it doesn't seem like they are ever gonna give us the tonfas.
With a varied moveset it can feel unique. Look at Ninja Gaiden games.
Although I would love to see a mobile balista type weapon. It would be to bow, what GS is to DB.
Precise big hits, setup/charge time, but ranged.
Also a scythe doesn't sound that interesting. I don't know what they could do, I think they're fine with what they have so far.
I would love to see them make a Giant Boomerang weapon one day, but honestly, the game is fine with the current 14 weapons. That's quite a few weapons to explore and master.
Greatsword is a slow and hard hitting weapon.
Longsword is a fast, fluid weapon with wide slashing attacks
Switchaxe is something in between.
If you think about how a scythe could handle in battle you'll probably start to see how it it would overlap with existing weapons.
