Report a translation problem
When you say you have the specs to run it at medium settings, based on what? The steam system requirements?
Delete ALL YOUR MODS incl. ReFramework and verify the game files via steam afterwards.
Your issue is related to outdated mods you have still installed.

Already deleted all of my mods.
Please provide a screenshot of your games installation directors, and try to follow the following list:
1. Delete all mods and reframework from the game and let Steam verify your local Installation.
2. If Nvidia GPU, please try to roll back your driver to version: 572.83 or older
3. delete your "shader.cache" (2) file in your agmes directory and let the game rerender it
4. Reset/disable all GPu sited Overclocking and run the GPU on default speeds/Settings
If the issue sill presists, please provide proper Hardware data, DXdiag and your crash-report. The issue you describe can not be recreated on our end.
If you do not know the details of your System, please share a DxDiag, or use the System-Meeter-Bar ( http://smb.it-huskys.com/index.html ) that creates the needed report for you.

So much wrong there. There is no issue with mods if you handle them correctly. And no need to reinstall the game to begin with.
