There was one dude who claimed to be banned because of cosmetic mods but also cheated himself the DLC so it's up to you how you interpret that
For OP, client side stuff should be okay, it's stuff that directly comes into contact with MP that would cause issues.
I reckon they'll be checking mostly on the leader boards since it seems their biggest concern has been people cheating hunt times. (Which imo is a really fruitless length to go for some charm you'll hardly look at 90% of the game.)
But hey, never hurts to be safe
mods that are completely visual, audio are fine, any other modification such as animation values, would be most likely they'll go after by checking times.
why do i say fine when there's no official statement? because with their tos, it is also incredibly difficult for them to enforce this in a way that also doesn't break certain laws in varying countries, times being an oddity is incredibly easy to go after manually especially when there's a ranking leaderboard without going through the minefield of whatever each country has that makes it difficult to deal with mods.
i highly doubt people who are already afraid are going to use mods that literally modify a packet sent to a server which is going to be very easy to detect without breaking the unknown laws im sure of because they aren't going to be in your pc checking everything, they can see it on their own end if someone wants to do that, and because it is sent to them nicely on their own end to see, they can choose to take action on that.
The PICTURE of the mod is another matter though.
If you take a photo of a client-side mod using the game's photo function and put it on the Hunter Profile, the fact the picture is modded is visible to everyone.
I'm on the Leaderboard. Not deliberately, mind you. But 13 minutes was way WAY too generous for ATRD's hunt time and I only found out after getting way below that. I went all out thinking I'd need to beat 5 minutes or something... and accidentally ended up on the Leaderboard.
That is why I'm a tad concerned. I'd kinda like it if all the hackers out there could get together and collectively push me off the leaderboard by beating my time...
It is safe to use. As safe as ReShade or other modifications made before like DLSS swapping.

Turn off disco ball reflections also significantly improves the game
With those effects removed it's undoubtable that this game looks significantly better than Word
