I would find this somewhat ok running potato mode on a 1660. Not on anything above that. On the same note, I wouldn't complain if the particle effects (and the whole lighting system because why not) looked like a pixelated, tv staticky mess on a 1660. Not on literally anything else unless RTX is on.

Similarly, I would find somewhat okay if a 1660 could hold 50ish FPS with framegen, not so much a 3070.
The problem is that this game has very high performance requirements to look somewhat decent, and that it looks like pure garbage on anything below that.
Still, the game is a mess that needs a lot of optimization like World on launch.

I mean if you consider the screenshots I just posted to be "decent" for a $70 asking price then its' fair I guess. But I hope you can understand that someone who has played literally anything else in the last 5 years might expect better peformance for what this game is (on anything above a floor-bottom tier GPU).
Good news is that World will blow your socks off if you haven't played it yet.

I cannot fathom how anyone would excuse this game needing framegen to reach 60 fps on a 3070 at 2k*, sorry. Particularly for a developer as big and with as good a track record of optimization as Capcom. On a $70 game.
Up to you if you consider this to be acceptable, but a gpu that can run cyberpunk on all "high", ray traced lighting on, at 2k60 without framegen should not be struggling nearly as much as it does with this game to deliver baseline acceptable graphics.
*I have a 3070. I've read similar reports on more powerful cards, but I cannot speak from experience.
Put up a video then my man, with all the stats on show. Let's see it.
