Report a translation problem
Backup and remove your savegame (deactiavte steam cloud after removing it) to see if you may have corrupted your savegame (high chance of modding related), and remove all mods.
If the game starts after removing the savegame (and does not reapply it via steamcloud) you know the issue for sure.
That you could also conclude from the crash report.
Line 163
That line tells you that while rendering the game, the graphics card conflicted with something else, which has nothing to do with the game.
So you know that there is an app which takes dominance over the graphics card.
That only happens when you run another app which takes control, such as overlay apps like Overwolf, medal.tv or MSI Afterburner. Anything which creates an overlay is automatically a suspect.
And if nothing like that is found, it is most likely a trojan, as they behave the same regarding screen captures.
