Feel your pain, bro.
I got mine without even looking, just by doing random SOS.
And then I spent around 2 hours and 80k reseting Uth Duna.
And finally got him doing random SOS, non tempered.

I recommend doing it like that, reseting your map and doing non tempered SOS once in a while.
You can totally get a tempered small crown, but it is really rare chance.

The current event should be a large crown. Or high chance of large crown.

The tempered cut scene specifically says tempered monsters are "Larger and..." so dont look for a small crown on those, go for a regular.

Historically, event/special/limited quests have better chances for crowns. Especially for minis... but I do not remember World have any minis-guaranteed-quests, like the knee high kut ku.

Best way is either, travel anywhere it doesn't spawn. Look at your maps and see if it has spawned anywhere but the place you are. Save game then travel there, if its not crown return to menu (Make sure you don't save) Repeat. Another way would be wait until its in the wounded hollow arena and just keep travelling back and forth from wounded hollow and another map until you get it. Last final option would be join a discord that trades crowns they do exist on Youtube.

Wasting a bunch of research points is probably not ideal, I also did this for a few hours trying to get a small Rey Dau with no luck. The methods mentioned above I have tested and all work. I had more luck with first option though.

Good luck on the hunts. 1 last thing, it wont stay forever so its up to you if you want to save before starting it. Maybe its a whole day/night cycle before it goes I can't remember off the top of my head.

I don't know 100% but if it works like world you wont need the Mizu for this particular achievement, title update monster crowns don't usually go towards it. However when the DLC comes out they usually add another 2 crown achievements to get all crowns and it will probably count towards those ones.
