Did you check whether they truly did not mod their game?
Yes.
It is 100% unmodded.
This is a close friend who wouldn't mod their game and confirmed it as such.
Edit: Reminder, every single other item shows up in there, it's only the Sakuratide that doesn't.
It means very little whether the other armour show up or not. What matters if you personally checked whether it is unmodded or not, especially since it sounds like a typical mod issue.
If you did that, have them backup their savegame then quit the game and deactivate all DLCs. After that have them restart their PC and launch the game without DLCs and check if that helps.
It isn't modded.
I'm pretty sure he does own the DLC, but I didn't ask and I didn't see him use any of the gestures, camp equipment, Seikret appearance, pendants, etc.
The game already had issues with giving out the Sakura felyne pendant, so I assume this may be a similar case in some way or another.
Now that I think about it, I have another friend who said they couldn't craft the armor yesterday and I wonder if he meant he literally couldn't even see it in the menu and not that he didn't have the tickets?
I'll have to find out later.
And even if the armor is only rarity 6(?), it is situated at the bottom near the event quest headgears unless he has filtered or sorted the list differently. Did you check that? Filters and such?
When he entered the grand hub, did he get the festival cutscene and explanation?
You can also see if he can access the armor on a different character.
Also, in most cases when these things happen, You can verify game files or reinstall a game to see if it solves the problem.
How do your own eyes detect whether the game is modded or not?
We were fighting Tempered Mizu and some Zoh Shia in-between the event quests.
As for the cutscene, I'm not sure.
I was thinking about if he saw it or not, but I hadn't asked.
Does the Guide happen to save the Event pop-up explanation to read later?
If so, it might make it obvious if he saw it or not if it's in there since I think the explanation pops up right after the cutscene does.
Filter wise, no, it is default.
I watched him go through the armors he had in the Grand Hub smithy list and it's the only one that's missing.
Every armor is where it should be except the Sakuratide, which is missing entirely.
The tickets are in his inventory as I saw them sitting in there when we checked to see if they were even getting put in.
Getting another character all the way to the Grand Hub would definitely take quite some time though and I doubt he'd want to do all of that just to see if he could see them.
I basically told him "well, the only other thing you can do is verify," so I'll see if that fixed it for him later today once he's back around from work or whatever it is he's doing now.
What kind of question is that?

Next time try not to mod the game.
