Dragon scarf? Do you have a screenshot?

So far I haven't seen any sort of scarf in the newly released armour. If you're talking about the red flowy scarf revealed in one of the old MH streams, I believe thats in a future update.

No. The event for that item has not been announced yet.

The files are technically already ingame. But it is not officially unlocked.

What you have seen is an illegal acquisition.

So if you report that player to Capcom you can have them banned instantly and forever from online multiplayer for being in breach against the terms and conditions.

The only way to get it right now is modding it, it doesn't seem to be in the game with this event. It will most certainly be here when Arch Tempered Rey Dau arrives, so just one more week to wait.

Nop, just check event site there is no mention for it for the next 2 weeks.
If i have to bet it will come end of May.

i wish there was a way to report a player via member list, but there is not. Capcom protects cheaters intentionally or unintentionally.

There is. Visit their Hunter Profile and you'll see the option to report.
