Dual Blade: Element vs Raw Attack
I had 2 artian DB both pure Attack infusion and dragon elem with 0 reinforcement.

Only difference is
DB A:
- 2x Atk jewel 3
- Crit boost jewel 3

DB B:
- Dragon atk jewel 3
- Crit elem jewel 3
- Crit Boost Jewel 3

Armor and armor decor the same.

I tested both dual blades on zoh shia and the damage seem to be similar with no major difference, this is damage on the head and wingarms since those are weaker to dragon element. Maybe DB B has like 1 or 2 extra damage per hit.

I looked up around google as well and still no concrete conclusion as to which is better. So the question is, which one wins in DPS, focusing element vs focusing raw attack?

The top damage I believe lays on the average of your solutions:

- Critical Jewel level 3
- Dragon/CritElement Jewel (it may be difficult to find, but worth it)
- Razor Sharp/Handicraft

If you don’t have the 2 hybrids level 3 jewels, I would go for your second solution. With the CAVEAT, that quick sharpening or protective polish could be comfort abilities helping you out more in a longish hunt.

Theory crafting :
As far as Artian are concerned, I believe they are already OP for elemental builds. Further investing in elemental damage (on top of the hybrid level 3 jewel) is… kind of a waste. Also because of how the Hit Zone Values on a monster register the damage in Wilds (as you saw in your hunts). Therefore, a higher raw on an Artian should reward you with more damage even on an elemental build.
This is why the “god roll” for the awakening of a Artian DS, lays in 4x Attack and 1 x Sharpness, regardless of element.
And even when considering weapons capable of parrying (SnS, Lance, CB, GS), Artians have very few contenders, thanks to the level 3 slots that allow to add “guard” to your deck of skills (only exception is the gunlance, because gunlance generates damage a little differently).

Aren't big monsters like the Zoh Shia often resistant/neutral to elemental damage?

Not necessarily.
The 2 that fit your description the most are Arkveld and Jin Dahaad: both are better fought with a non-elemental build, because of how terrible their Hit Zone Values are.
