It's not like they got a choice. They'd start using mods in a heartbeat if they could.
I dunno, I see more whining from people that consider ALL mods cheating (even cosmetic mods basically).
They did that with World and Street Fighter 5.
They were immediately bashed by customers that they had to remove them.
Only real stupid customers would demand kernel level anti-cheat in PVE game.
It would make an already bad performance even worse.
Yup, Capcom finally explained that using mods is cheating.
Corporations are not our friends. They only need to think that we are evading giving them
additional money to have an incentive to crack down on such things. Prime example, Nintendo's war on emulation despite using emulators themselves.
