The function is unfortunately locked behind "High Rank" which means you'll have to clear the story and see the credits before you can access it. The story isn't super long at least.
So yes, you can do what you want just not yet. And no, I don't know why Layered Armor isn't unlocked from the start of the game.
also agree with the OP I like parts of the Hope set, remade me pirate's garb using the chest piece, coil, and legs.
To also add on to this, we can color our layered armor pieces too. Don't think that exists by default on the Low Rank gear.
You then visit your tent and pick "Equipment appearance" and select your pieces and can alter the primary and secondary colour of each piece.
You can also save a preset of layered armor like you can do with the item pouch and your equipment.
In World you needed the expansion and reach the very end of games to make layered armor while rise had optional crafts that only granted the layer but not the actual gear.
we get also layered weapons later down thew road + there are pendants existing arnd armor for seikret
