Generally, a perfect artian is going to be your best weapon in terms of Raw, element damage or status.
There ARE some examples. The Lala Barina lance, for example, is a much better paralysis option. The G. Arkveld, Gore Magala, Uth Duna, and G. Fulgur HBG guns are all better than their artian contemporaries. I have heard support HH prefers a different monster craft, and the meta pick for gunlance was the G. Arkveld one. Now, for most builds the Zoh Shia weapons are better than all but the fastest and absolute perfect artian weapons due to its skill.
Slower weapons and builds that aren't damage optimised for whatever reason you want (comfort builds over speed running, essentially), Zoh weapons are better. Damage optimised builds generally want artian or other weapons.

The damage of the proc is also pretty low and isn't worthwhile for most weapons. Like on Bow the extra 50 damage extra 6 (average) seconds is such a non-factor it hurts. If the Zoh weapons had 5% extra affinity and a 3/3/1 slot layout then it would be worth talking about, but that isn't the case, sadly.
On one hand I do think it's good that the Zoh weapons aren't the be all end all best weapons because they're the newest, because I don't want a repeat of the World Meta cycle where the best ♥♥♥♥ was literally "whatever is newest". On the other, Artian weapons are genuinely super boring. Not just in aesthetic design, but in actual function. All Artian HBG and LBG have 2/2/2 for Normal/Pierce/Spread with no variation. Artian Bows all have the same coatings based off of element, it's genuinely pretty limiting because I personally don't like Close Range coating, but if I want to run a Fire Artian bow, it's what I'm going to be stuck with.
Eh? BIS crafted to BIS artian has a difference in DPS for most weapons (some exceptions), but to the average joe it doesn't matter. If you are curious on the math, monster hunter meta reddit probably has crunched the numbers.
Personally, its worth if you are into speedrunning midmaxing or you literally have nothing to do already. Otherwise most crafted will do you good.
no, meta for artian is, just to go on damage and 3 identical elements. the random effects are just a nice bonus but not neccesary.
