Zoh Shia redo?

I've done him once for the TU1 and now I can't even join a friend in the lobby... Is this like this? When will the quests be available?

You can find Zoh Shia again if you reset Wyveria and set the weather to inclemency. As for joining multiplayer fights against him, its a bit ♥♥♥♥♥♥ right now. Maybe the servers are dying because a lot of people are playing at once.
