Link is specs of RTX 2080 super and its position amoung GPU's.
2080 Su has 8 gigs of Video Memory, which is not good enough for max settings in 1080p.

Do Note, no mention of storage drive and that actually matters with modern games.
Direct Storage streaming only really works on I think NVME, no idea if he is using a hard disk, ssd, or NVME.

For the 1080p settings, the video also shows 1440p and 4K but as the 1080 has such low FPS, didnt think it worthwhile to post it here.
Thoughts, the game is certainly playable however I find it unlikely that the current patch that rolled out would dramatically effect the FPS experience for the set of hardware the video was based on. Patch brought a Direct storage streaming update to the game and I think a DLSS update other than that I dont know what else was done performance wise for the game.
Other thoughts, almost all video's done for the game have not set the brightness/contrast levels properly, those settings come up once on first time start up and after that are hidden in an overly complicated options settings. People that dont set up those two settings correctly are really missing out it is a night an day difference in how the game appears on screen. If left at default well the games colors will be washed out in most situations and enviromental effects wont change that much.
To look its best the game really still needs a good Re-Shade enhancement and when applied it looks beautiful.
Cant really tell you OP if the game is worth playing at 30 or 45 FPS native without DLSS or Frame Gen applied.
Why does the game perform so slow?
Well the game has to use a lot of VRAM, it can actually use much more than 8 gigs of VRAM in 1080p this is well already beaten to death in Monster Hunter Wilds forums, it all depends on how you set the graphics in game.
The data just goes right to system memory and if there is not enough of that pagefile, just how PC works.
The death/decay of all creatures have stages and so all creatures are continously tracked and take up CPU cycles. Essentially other than that the game does use a lot of your CPU just to run, stronger CPU is better for performance overall.
