Is it supposed to be a one-off fight or will it start to spawn in the overworld? Cause I haven't seen another one yet after the quest from Kanya.

It should start spawning in the overworld as normal and tempered versions

It will spawn, also in tempered version. There is also an optional quest for him from Alma. And he can spawn in Ruins of Wyveria too, not only in Scarlet Forest
