And the Deluxe only has only deluxe pack. That is how it is shown on the store page.

I would ask that you link me to where I can buy Cosmetic Pack 1 by itself, because as far as I can see, that isnt an option in the store.
I want to be able to purchase the new DLC pack without having to buy content I already own as well.

I ask again, show me where I can purchase Cosmetic DLC pack 1. Because all that is on offer in the store is the Cosmetic DLC Pass, which gives access to Cosmetic DLC pack 1, Cosmetic DLC pack 2, and the now delisted Deluxe Upgrade Pack.
If I purchase the Cosmetic DLC Pass, I will have to repurchase all of the content in the Deluxe Upgrade Pack which already cost me $25, and I feel it is unfair to demand I purchase those items a second time just to get access to the new DLC.

Now it looks to make sense. Okay. I get it. You wish to to get a discount for owning already the Deluxe Edition when buying the cosmetic DLC pass. Correct?
Yes. If I purchase the Cosmetic Pass, there is no discount for owning either the Deluxe Edition or the Deluxe Upgrade Pack, meaning that for me or anyone who purchased either of those items, would have to buy it all a second time. Because as far as the steam page shows, there was no reason to believe the cosmetic packs would be locked behind a singular $50 pass with no discount for owning a third of the included content already.
