How to: Fight Zoh Shia Again
I reset the season and time to Inclemency and Nighttime and the Investigation appeared.
Like getting Apex monsters. it's all chance. Keep resetting Inclemency season, nighttime worked best for me.

You'll get a pop-up window about Zoh Shia when the quest first spawns

Be sure to save as an investigation!!
