your either trolling or have a patience problem
If the gasTuna are feeding in the feeding frenzy pool, you can legitimately just throw the lure in the center of the feeding pool, and get an immediate bite.
you can cheese the fishing mini game a bit.
if you see that the whopper is actively chasing you lure and ready to bite, you can slow reel closer to yourself, as the mini game is distance based and the fish only bites once the lure stops, as long as youre not crossing the damn map slow reeling it, you can get the bite close enough that it only takes the first exhaust to capture.
if you try to cheese it too far, the fish will give up and swim away.
I had really bad rng so in total over multiple sessions it took roughly 8 hours to finish the achievement catching all of them whopper variations.
