16gb really is not enough though that is for sure, the game frequently takes about 24 GB of ram for itself even on medium settings for me, so 32 is def the minimum you should have, ideally 64.
64GB - way too much
Wasted a lot of money for your old cpu/mainboard combo and you will hardly be able to use that ram on a new mainboard.

While I often recommend using hardware for as long as possible I wouldn't have spent all that money on an old platform. I imagine that if they have access to a 4070 then they problem have access to newer CPUs and motherboards and it's not just a regional issue.
Just because the game is using 24GB doesn't mean it actually needs that much. It is using that much because you have a lot of free RAM and it's trying to maximize performance. This is an optimization thing but the difference in performance we're talking about here is typically the difference of about 1% (for high-performance games).... of maybe 5 FPS, at the very, very most, and that's assuming you're already running at ~100 FPS.
RAM is pretty much NEVER a bottleneck in a PC. It is by far almost always something else entirely, like the CPU or GPU. Adding RAM and getting a 'huge performance boost' is pretty much always a placebo effect.
Don't believe me? Go check out the tons of benchmarks done by tons of people every year.
So no, 32GB is definitely NOT "the minimum", nor a requirement, and 64 GB is definitely overkill and will be for quite a few years.
Edit: The only real reason 32GB+ exists (besides misinformed buyers) is mostly for model rendering artists, video editors, and animation. Unless you're doing one of these very specific tasks regularly, you absolutely do not need more than 32GB of RAM. And even 32 is more than enough for the vast majority of people, only helping in edge-cases to squeeze out a couple more frames in demanding video games.
Just because you CAN get away with the bare min amount of RAM, doesn't mean there aren't advantages to having more.
Maybe before start casting stones on people for trying to improve their situation with the game, you should spend some time reading up on something you claim people go around spreading misinformation about.
64GB here too, and loving it. Happy to spend a little extra to ensure system stability.

Never a single crash here, Ryzen 5 5600/ 16Gb ram/ rtx 4060Ti.
Also Radeon software apparently has a memory leak and something failed to allocate and the game doesn't know how to deal with that.
I've had a single crash, and it was pretty early in the game (when the game was transitioning out of the Quematrice intro cutscene). I'm running the same GPU as you, but have 32GB of RAM.
