Alma couldn't say it bc she doesn't know if the Guild would give permission for this due to the severe consequences of it. But the decision also needed to be made soon, before it hatched, meaning things did not have time to go through the proper channels in the Guild.
Therefore the Hunter had to take it upon themselves to make the decision... and that means the Hunter is also taking all responsibility for the consequences of the action, including if the Guild or any of the residents wish to pursue them for it. And as we know, the action definitely had consequences.
It is, of course, just a game so you don't 'face trial', where they would need to explain themselves and the people decide their fate, or anything like that... but in reality that's probably what would have happened if they did something like this.
Personally I think it was an okay line for the game, probably the only important line in the whole game, but was also a bit of a cop out, too. *shrug*
