Report a translation problem
The easiest way to force full moon is to rest until EVENING in Plenty or Fallow. Then QUIT the game completely. This will force the next night you encounter to always be full moon. Load the game. And wait until night. DO NOT LEAVE THE MAP AT THE TRANSITION FROM EVENING TO NIGHT.
There’s no way around waiting. You can kill time by slaughtering the entire herds of cenonoth and leave the for 5 minutes and see if wyvernsprouts spawn.

The flower is also on the desert map at locations #3 and #10. It also appears during abundance during the full moon. But as I noticed, you can collect it there during the day. Look at the minimap in the screenshots below, you can see exactly where the flower is.
