it got patched so now it doesn't appear all the time. when you roam the plains at nighttime, you can just go to the map and search the 'gathering' filter to see if it pops up.

You have to be present on the map during the transition from evening to night of full moon for it to bloom. This method still works:

The easiest way to force full moon is to rest until EVENING in Plenty or Fallow. Then QUIT the game completely. This will force the next night you encounter to always be full moon. Load the game. And wait until night. DO NOT LEAVE THE MAP AT THE TRANSITION FROM EVENING TO NIGHT.

There’s no way around waiting. You can kill time by slaughtering the entire herds of cenonoth and leave the for 5 minutes and see if wyvernsprouts spawn.

There is also a night flower on the Forest map in two places - locations 17 and 18. I collect it there at night during the full moon, when abundance comes.

The flower is also on the desert map at locations #3 and #10. It also appears during abundance during the full moon. But as I noticed, you can collect it there during the day. Look at the minimap in the screenshots below, you can see exactly where the flower is.
