Exhaust element is unrelated to stunning monsters.

but i most hit their head right with exhaust switch axe?
any part expect hit will not increase exhaust meter correct?
No. Those are separated.
You can hit anywhere to cause the exhaust build up, for stun build up you have to hit the head, Exhausted and Stunned are two different statuses
Stun and exhaust are two different stati, therefore having separate buildups.
ohh so what exhaust do exactly when its status effect hits
It makes the monster tired. When it is tired it behaves the opposite from being agitated. It becomes sluggish, slower, and their attacks fail. And you can trap them easier.
