Are you using framegen?
Seems a tad quick for turning it off and then restarting the game.
We are talking about Steam's FPS counter, right? Because the game itself has no FPS counter.
Then I am out, because I do not own the Razer Cortex software to help you.
All I can offer in knowledge is that Steam Overlay has already an inbuilt FPS counter which can be used for all games where you have Steam Overlay enabled - e.g. for screenshots and friends.
You just might want to turn the high-contrast visbility on at times, but it should work just well.
Personally I prefer the less third party software to use for this and that the better, as every other overlay can cause game instability and performance losses.
In doubt, give the Steam Overlay FPS counter a try - maybe it is exactly what you are looking for if it is for something simple and discreet on the screen.
