I think your explanation is actually correct. At least that is how it was in Monster Hunter World.
Is basically what you are saying with the tempered part, tempered monsters are stornger combat wise, but that doesnt change that they are still just animals.
We don't need to go into the depths of biology. It's just a game.
Explaining that Tempered monsters are battle-hardened by the game's story is already enough to make the gameplay more exciting.
I can say with 100% certainty that if any of what I described would be done, there would be a lot of daily threads on these forums about the game being too difficult.
And btw, theres few Story Quests and 1 Optional Slay quest where Tranq bombs wont take any effect on a monster.
