i guess if you want to grind it though tempered arkveld seems to give the most progress.
The whole point is that you can make different builds. So naturally your HR will rise so HR dont matter, just like in any other MH game where you went past points unless they locked your HR and then even then, you stacked exp for hte one time you might actually do the quest that locked your HR :P
go and make an hat out of everything that breathe in the wilds.
I got instantly to rank 106, after completing the story - before that I finished all the side quests, event quests, some multiplayer and so on.
