The ship guy that sell mats/weapons in windward plains. I don't see the NPC at all, am I missing something?

He's right next to the normal store guy. Only if the ship is actually there though (obviously)

How do I get the ship to spawn?

its high rank and its every few hunts or hours. he is not always there. his icon will be on the world map btw but it does look similiar to the meal icon

he comes back as time passes (in game time), probably after a couple of quests.

I don't think I've come across him my entire game play.
