"If your weapon can sever it will sever" isn't helpful advice. Is there a weapon that's actually better at severing than others?
Bowgun with cutting ammo or greatsword. A lot of enemies have animations in which the tail is lifted out of reach, but bowguns can aim up and the greatsword's core combo is 3 highly damaging overhead chops that can still reach.
This works as an answer, I think! If it's less about one having More Severing Power and more about if you can hit consistently, then Glaive, Greatsword, and Slicing Ammo bowguns seem like top contenders, thanks to reach.
