I actually got it to run at 1080p and stable 60 during the ONT on a 2070, although it was ugly as sin.
If you care about everything being on the highest possible setting then you'd probably have to go further upmarket than that. If you're happy to knock off some stuff that you'll probably never notice anyway, 4070 SUPER Ti and its counterparts should do fine.
This game is super freaking finicky though. There are people like me who have had no problems and people who are having all of the problems. I can tell you that it's working fine for me but that doesn't necessarily mean anything.

Btw the average fps is an outlier because it contains cutscenes, remove 5-10fps to get the real in-game average fps.
While it's ridiculous for this to be necessary, there is a mod on Nexus that uses REFramework to skip the cutscene part of the benchmark.
