I cant find online anywhere how to use them. Everything just says how to get them and what they are used for, but those items dont show up at the smithy. How do you actually use these things?

Supposedly they spawn in the "support ship" rotating shop, similar deal to the asgory

maybe you need higher rank

iv seen weapons and some armor pieces that need 1 or more commission tickets
