Best to just assume all games are scams until proven otherwise. It'll save you a not of time and money.
If you can't handle anything but flawless performance then I'd just leave this on your wishlist and keep an eye on it. It's not going anywhere, and by the time you do decide to pick it up there will be more content to enjoy.
They improved it for sure but never truly fixed it. Most just have better hardware now than seven years ago.
Worlds performance was mostly fixed after they got rid of the anti- modding checks they were forcing. i dunno if you played it after 2019 but you should go try it now.
I tried DD2 recently, and it performed much better than at release (also RE Engine), so I wouldn't say it's impossible.
Overall, I think Wilds is simply an extremely demanding game though. And it's made a bit over the top to future-proof it, hence why it needs so much "borrowed performance".
