Report a translation problem
The system was changed to accommodate for the second weapon mechanic. Many of the defensive skills are not utilized evenly across all weapons, however, so you basically have very few, if any, useful skills for the majority of LR and most of HR for *both* of your weapons, until you finally reach end game and can find weapons with multiple slots to let you actually slot in damage skills that are actually worth a damn (as many of the weapons don't have much in their innate skills that are worthwhile. Looking at you, all those bows with Focus. It's not fourth gen or earlier anymore).
Now that I'm at end game I finally managed to get a set roughly where I want it, but it took a while to get there.
