Zoh Shia is not labeled an Elder Dragon since it's an artificial creature. If there were a natural version of it, would likely be an Elder Dragon because it doesn't fit into any other classification.
I'd argue that being powerful is just coincidental for Elder Dragons. There are non Elder Dragons that are more powerful than some Elder Dragons.
Arkveld is a Flying Wyvern. That absolutely means that it isn't an Elder Dragon.
By lore, Safi'jiiva is on par with if not more powerful than Fatalis.
Dude you seriously need to get the lore right....
It's also why everything is called a form of wyvern. , it's a way to file classification, not a physical species name.
Or, in mechanics terms, it's using a common skeleton, but shhhh.
But hey, that's putting in more effort and understanding of the lore than your typical point farmer will ever use, so there we go.
Everything else is either forgetting how Monster Hunter has been released in the last 25+ years, or just falling for the same dumb-ass bait as calling a game where knowledge is the key to success and not just player skill "hard".

though i wish they add Elder Dragons that arent always added in every games.

Elder Dragon has historically been used as a box to shove monsters into when they didnt fit the standard classifications (Flying Wyvern, Amphibian etc).
Jin Dahaad is just a really big leviathan with organs similar to Legiana for generating that cold.
Him being so huge is actually biologically accurate as cold adapted animals tend to be much larger than their warm weather cousins (Polar Bears are a good example).
Gore is classified so strangely because hes just a juvenile of his species, which itself hasnt really got a classification. So in-universe, biologists just have no idea what to actually classify him as.
Gravios/Basarios doesnt suffer a similar fate because they are very clearly Flying Wyverns in an adult/juvenile form. Initially thought of as 2 different species until it was worked out that Basarios was a juvenile.
Kind of like how Black Diablos was thought to be a subspecies until they realized it was just a normal female Diablos in heat.
Fun fact, Akantor and Ukanlos aren't Elder Dragons either and rival JIn Dahaad for size.
They are (Hilariously) Flying Wyverns.
So its not like the precedent hasn't been set since the second generation.
If they abided by their own lore Gore would be categorized as an Elder Dragon in the game. Just like it is in Hunter's Encyclopedia 4.
I figured Gore was treated how it was because it was treated more like a virus than a monster. Figuring out the monster classification is less important than understanding and resolving its infection.
maybe down the line we'll see a few but i hope they let some of the other monsters have time to shine, personally
my mate really wants to fight nergigante again though
