How does decorations / jewels work??? (New gen player)

Good day hunters, just a quick noob question, i was trying to max out a skill (latent power) with my current armor set, it was set to max lvl 5 points but when i tried to max out another skill (flayer), my previous maxed out skill got degraded to 3 points. can someone educate a fellow hunter who's new to the game i would really appreciate it even in layman's term.

Skills are on four things: Weapons, armor, talismans, and slotted jewels. One of those changed for a skill to drop from 5 to 3. With the weapon skills, only the one set to your primary is going to reflect on your skill list, your secondary weapon's skills will only activate when you swap to it.
