attack decos in world were extremely rare at one point. They had something like a 0.6% chance or something like that.
Maybe the deco melder in wilds would help you?

Objectively wrong. This restriction ends up doing the very same thing you complain about.
Level 4 decos existed for a reason, and you could easily get defensive decos, like divine blessing on top of your attack decos.
Its one of the worst changes in the game, because so many weapons have skills they want to have, locked to a weapon.
Does a lance, get guard, and guard up? And lose all their damage skills? Or does lance lose its defense skills for more damage? Most builds just go for damage, because focus, guard, guard up, load shells, artillery, mind's eye, are all weapon exclusive.
There's about 20 skills that shouldn't be locked to weapon only.
