But honestly, games start to regress in looks but are more demanding.
I feel recently the bigger companies have gone the route of just rushing out product without any care in the world.

i have similar fps with my 4090 @ 4K
Not sure what's going on with the frametimes, but when I did my testing on my system(5800X3D + 4070 Ti), it was impossible to get a flat line. There were consistent frametime spikes of several ms, so at least on my system, it's impossible to get a smooth framerate, even when standing still.
Didn't matter what settings I used by the way. I cranked everything down to minimum aside from resolution and DLSS, and got the same behavior. Frame Gen on/off didn't change it either.
Check the digital foundry video on youtube if you haven't seen it already. I'm sure there will be more in-depth testing into this game considering how hilariously bad the optimisation is.
Yeah 4090 is still a beast and not far from 5090 but this game doesn't seem to care if you have a top of the line GPU.
