Jin Dahaad can affect the weather though. He is actively causing the blizzard in the Ice Cliffs to worsen. That's why we have to kill him, because his actions are posing a threat to the entire Ice Cliff region.
Dude you get free updates with monsters being added for 2 years, and then you get a dlc expansion, it always have been like this for every monster hunter since the first one, you get base with low/high rank then ultimate version comes out with G rank, with world and rise now is just a dlc with master rank
You're not paying for less content either. Monster Hunter Wilds launched with 29 monsters, this is due to 2 monters being delayed due to Jin Dahaad being buggy and needing fixes so the plan was for 31 monsters (we'll see them in the first update in April along with an additional monster being Mizutsune. Monster Hunter World launched with 30 monsters.
As for the no challenge, don't worry. Although it is still easier than World (which is saying something because World was super easycompared to previous titles) High Rank after the main story offers a lot more freedom and it amps up the challenge of fights. Remember that the story only serves as a tutorial before the "real" game starts! Good hunting! <3
