Only tested on W11 but you could try to on W10 to see if it helps you and post back here.
And since this is a game with native HDR, auto HDR won't kick in even if you disable in game HDR. So do we have to Force AutoHDR? Does that even work?
So much missing info here.

So after testing, It DOES work. But this is what you need to do to, to actually get it to work.
- Download Force AutoHDR from here https://github.com/7gxycn08/ForceAutoHDR
- Make sure you have ingame HDR turned off
- Open Game Bar overlay once in game
- Go to Settings (it's the cogwheel icon on the top of the screen)
- Go to "Gaming Features"
- Click on "Adjust HDR Intensity"
- Pull the slider all the way to the right to max out the intensity (or 50% if you prefer that)
You will not get AutoHDR enabled notification, but you'll know it's working because for one your ingame menu will become brighter and secondly the HDR intensity slider will actually work and have an effect on screen, if it doesn't then it has not worked for you.
Some like for like JXR comparison screenshots between Auto HDR with OP's modification and Auto HDR without OP's modification.

Lastly, make sure to do the ingame brightness setting calibration properly. I had not done those in my screenshots so they are brighter than they should be but since both sets of screenshots were taken with the same brightness setting you should still see an apples to apples comparison. As an example this is one of the scenes with the OP's modification and the brightness calibrated properly.

People have no idea what HDR is or how HDR should look like. It's not their fault though, it can be confusing when 9 out of 10 games are released with broken HDR.
This game's HDR implementation is not great, but auto HDR is worse. You can either use SpecialK's inverse tonemapping HDR or RTX HDR, which is similar, until they fix it or until the RenoDX HDR mod is released for the game (it's work in progress).
But nah...I've got direct jxr comparison shots between AutoHDR and RTX HDR in bright as well as low light scenario and they look pretty much identical. Close enough that no one will be able to tell them apart easily. The difference is RTX HDR will come at the cost of performance while AutoHDR won't and at the end of the day it isn't "real HDR" either as it's just a post process filter. See for yourself

Now Special K, yea it can do "Real HDR" remaster but unless you fiddle around with the values (which most people won't be able to get right) it ends up looking like ♥♥♥♥ at default setting in this game (way too much black crush and overblown whites) and it costs performance as well.
Can clarify a few things regarding your screenshot:
In-game HDR disabled
AutoHDR and HDR enabled (force auto HDR)
Any other settings or apps you're using? It appears your colors pop a little bit more.
