Do not install the Hd Texture pack.
As the title says, don't use the HD texture pack because it's completely broken, if you have a powerful rig but the game runs badly and you downloaded that DLC then that's 100% the problem.
I played two entire chapters with that ♥♥♥♥ and the game ran terribly, continuous stuttering, frame that kept sinking for no reason and continuous texture and mesh pop ups while the camera moves, reading various people who had the same problem I disabled that dlc and since then the game runs perfectly.

This should be written in huge letters on the store page of the game.

The HD texture pack is completely broken together with Nvidia Reflex.
Turn them both off and the game will run a lot better.
Which is a shame because with maximum settings in 4k some textures look like this

I downlaoded it and it works well, especially with reshade ISpectre23 - I also aktivated relex.
It really depends on the setting, but just because you have problems, doesn't mean everyone has them

Nah, I've seen a bunch of people complain about it.

I'm not sure how many people actually download it as it's not included by default, and the game runs subpar for most people to begin with, so why would they?

Don't know how well it'll work but did you try the DirectStorage update? Someone posted it on here, just to a search.

is it a vram problem? because i have 12gb and i notice some really bad stutters with it, just disabling it removes the problem luckily

Many textures even with the HD package remain really bad, it only changes some textures on the hunters' clothes and some surfaces but most of the static objects like tables, tents etc etc are not improved, it's not worth it.

I'm not sure, I have a 4080 super with 16gb so that shouldn't be the problem, I think it just needs to be fixed.

Just disabled the dlc.
I was monitoring that pack with NVTOP and it really does seem to be broken.

It would start at using 16gb of VRAM and within 10 minutes of play be edging 25.

My 7900xtx wasn't quite enough.

So it mostly replaces the textures that are already somewhat decent instead of the bad ones. That's a waste then.

literally everyone except you is saying the same thing. The High Rez Texture pack tanks performance even on the best of the best hardware and isn't worth using

man I was crashing every 10 minutes and after i removed the high res skin everyone was fine

HD Texture Pack works completely fine for me.
